Heating oil in Northern Ireland: what is different?

Heating oil is the most common way to heat a home in Northern Ireland: the CMA reported in July 2026 that over 60% of households use it, a far higher share than in England, Scotland or Wales. Buying works a little differently, with smaller orders and faster deliveries more common, a public price checker run by the Consumer Council and oil buying clubs. Tank rules come from Northern Ireland's own building regulations, and oil leaks are reported to the NIEA on 0800 80 70 60.

How many homes use oil

The Competition and Markets Authority (CMA) estimates that 1.5 million UK households use heating oil, and close to a third of them are in Northern Ireland. Its 2026 report cites the Northern Ireland Continuous Household Survey for 2024/25, which found 61% of households use heating oil, while the 2021 census found 49.5% using it as their only form of heating. The census counts only homes where oil is the sole heating, so the wider figure is higher.

That makes oil-heated homes far more densely packed than elsewhere: the CMA counted about 28 per square kilometre in Northern Ireland against 2 in Scotland. It linked this density to more efficient delivery rounds, and found that prices in Northern Ireland tend to be the lowest in the UK.

How buying differs

The CMA found that orders under 500 litres are far more common in Northern Ireland than in Great Britain, and that same-day or next-day delivery is more usual, where about five days is standard in Great Britain. The CMA describes it as a more reactive way of buying, with households topping up in smaller amounts.

Orders on Fueltool start at 500 litres, and each price shows its delivery option and date. Fueltool never takes card details: the chosen supplier phones you to take payment.

Price checks and oil clubs

The Consumer Council for Northern Ireland runs a public home heating oil price checker. It publishes average quotes by council area for 300, 500 and 900 litres, collected from a range of suppliers, and it has also run a daily version alongside the weekly one. It is a useful benchmark for checking a quote, though it does not cover every supplier.

Oil buying clubs are well established too. The Housing Executive's NI Energy Advice service, which is for all households and not only its tenants, runs an Oil Savings Network for buying oil together; its freephone number is 0800 111 4455. Our guide to oil buying groups explains how they work.

Help with costs in 2026

As of October 2026, the Department for Communities is running a £100 Home Heating Oil Support Scheme. It is a digital pre-paid card, one per household, for homes that use oil as their main heating and that get a qualifying income-related or disability benefit or have an annual income under £30,000 after allowable deductions. You have to apply, online through nidirect, and applications close on 31 March 2027. If you need help to apply, the scheme helpline on 0800 072 0266 or staff at a Jobs and Benefits office can help. Our guide to help with heating oil costs covers other support.

Tanks, leaks and safety

Northern Ireland has its own building regulations, explained in Technical Booklet L. A tank should stand at least 1.8 m from a building and 750 mm from a boundary unless fire protection such as a fire wall is provided, on a hard base extending 300 mm beyond it. The booklet calls for a bunded tank where a leak would be a pollution risk, including where it holds more than 2,500 but less than 3,500 litres, sits within 10 m of a river, lough or the sea or 50 m of a well or borehole, could spill into an open drain, or has a vent that cannot be seen from the fill point. Home tanks over 3,500 litres come under separate rules, the Control of Pollution (Oil Storage) Regulations (Northern Ireland) 2010. A carbon monoxide alarm is expected when a new or replacement boiler is fitted. Use an OFTEC-registered technician for installation and servicing.

If oil reaches, or could reach, a drain or watercourse, call the NIEA Water Pollution Hotline on 0800 80 70 60, open 24 hours. Non-urgent pollution issues can go to emergency-pollution@daera-ni.gov.uk.
